What the City of Tulsa actually publishes about putting something non-permanent in the public right of way.
The question is not "do dumpsters need permits". It is "where is this one sitting".
Almost every version of this question resolves the same way. A container on your own property is one situation. A container occupying public right of way, a street, an easement, a sidewalk, is a different one, and that is where a city gets involved.
What the City of Tulsa publishes

The listed examples include signage in right of way, private street lighting, trees, landscaping and other private improvements, and the guidance explicitly covers non-permanent structures constructed in right of way or easements rather than permanent ones only.
That last detail is the one that matters here. "Non-permanent" is exactly the category a temporary container falls into, so the presence of a temporary structure is not by itself a reason to assume no review applies.
